Anyone know why elderly relations seize RED SKIN on their legs?

my husbands grandma showed us her legs today and from the calf down to her ankles, they are red and tender, and pretty blotchy
shes waiting for a specialist appointment, she also has diabetes, have this got anything to do next to it,
does anyone have any model what it is and why?, thanks

elder people can own circulation problems and broken capilleries that can cause glow but the fact that she have diabetes is probably the main cause for this, also mainly on the legs if she is still and not moving around a lot.
Has she be taking new medication?
This happen to my mother in imperative but she had it adjectives over her body. It was due to over dosing by the doctors.
They give her the wrong amount mg to take.
Or it could be Psoriasis.
